Bring 2 cups of broth or water to a boil, add rice and salt, then cover and simmer for 15-18 minutes (white rice) or 35 minutes (brown rice). Fluff and set aside.
Pat chicken dry and season with garlic powder, paprika, salt, and pepper. Sear in olive oil and butter until golden, then remove and set aside.
Melt butter in the same skillet, sauté onions for 2 minutes, add garlic, then pour in chicken broth. Stir in cream, Parmesan, Italian seasoning, salt, and pepper, simmer until thickened.
Return chicken to skillet, spoon sauce over, cover, and simmer for 5-7 minutes until cooked through. Serve over rice, garnished with parsley and extra Parmesan if desired.
