Instructions
Cook the rice according to package instructions.
Cook the ground beef in a skillet over medium-high heat until browned, then drain excess fat.
Remove from heat and stir in brown sugar, hoisin sauce, soy sauce, sriracha, ginger, and garlic.
Add chopped red bell pepper and cook for a few minutes until tender-crisp.
Serve the beef mixture over rice and garnish with scallions and sesame seeds if desired.
