Instructions
Cook the tilapia: Melt 3 tbsp butter in a skillet over medium heat. Add lemon zest, pepper, paprika, and salt. Add fish and cook 10-15 minutes until flaky and browned. Remove fish.
Make the rice: Melt 2 tbsp butter in the same skillet. Add onion, carrot, celery, and salt. Cook 10 minutes until vegetables are tender.
