Instructions
Dice peppers and onion, mince garlic, and prepare ingredients.
Heat oil in skillet, sauté garlic and onion until fragrant, 2-3 min.
Add ground meat, cook until browned, then drain excess fat.
Stir in peppers, spices, cook 3-5 min, then add rice, tomatoes, and water.
Simmer covered 20-25 min until rice is tender, then top with cheese and garnish.
Notes
For a vegetarian version, substitute the meat with beans or vegetables.
